The purpose of the Client Setup Options dialog is to assist with the PR-Tracker upgrade process. When PR-Tracker is upgraded, all PR-Tracker web and network clients must be upgraded to the same version. In order to accomplish this automatically you must place the PR-Tracker setup files in a network folder and configure the ClientSetupOptions to point to them.
