PROBLEM
Email notifier is not working. It is configured to run as service. Below are the errors recorded in the prtrackeren.log file.

SOLUTION
The error happens because the Service User Identity is a local user. If the PR-Tracker database located on a different computer than the email notifier is running on, the Service User Identity must be a domain user so that the email notifier has access to the network.
